1978 – 1990 Bau des Geländes. Als Überplattung der Franz-Josefs-Bahn entsteht das Gelände am Althangrund. Auf einer meterdicken Betondecke finden verschiedene Gebäude Platz. Teil davon ist der Kopfbahnhof mit der Bank Austria-Zentrale, das Universitätszentrum, das die WU und andere universitäre Gebäude (Pharmazie, Theater, Film und Medienwissenschaften, …) beherbergt sowie das (ehemalige) Verkehrsamt am Ende der Platte bei der Spittelau. Unter der Platte befinden sich ÖBB Räumlichkeiten, Reperatur- und Rangiergleise und zahlreiche Logistik und Lagerräume. Das gesamte Gelände ist zu diesem Zeitpunkt in staatlicher Hand.

Ab Ende der 80er und verstärkt ab den 90ern verstärkt der österreichische Staat Privatisierungen und Teil-Privatisierungen, viele werden dabei über die ÖBAG (Österreichische Beteiligungs AG, zuvor österreichischen Industrieholding Aktiengesellschaft) abgewickelt. Über diese wird beispielsweise die Bank Austria privatisiert. Zur ÖBAG gehören auch die universitären Gebäude sowie die BIG (Bundesimmobiliengesellschaft) die diese verwaltet.

2009 zieht die Wirtschaftsuni vom Universitätszentrum Althanstraße in einen neuen WU-Campus um. Danach werden diese Teile der Uni von verschiedenen anderen Universitäten zwischen genutzt, große Teile der Gebäude stehen seit dem leer.

2014 wird die ehemalige Postdirektion am Gelände von der Investmentfirma 6B47 angekauft und bis 2019 umgebaut und verwertet. 6B47 kauft in weitere Folge auch die ehemalige Bank Austria Gebäude am Kopf des Geländes auf. In den folgenden Jahren gibt es einen Konflikt mit Bezirk und Stadt Wien über die Frage zukünftiger Widmungen. Die Immobilienfirma entscheidet sich dann für das Bauen in der bestehenden Widmung und entgeht so einem städtebaulichen Vertrag, in dem sozialen Wohnbau und soziokulturelle Nutzungen vorgesehen worden wären. Im Wintersemester 2016 bezieht die Raumplanung der TU Wien Zwischenquartier an der alten WU.

Im Sommer 2017 ziehen große Teile der Akademie der Bildenden Künste Wien an die Augasse. Grund ist, dass die nächsten vier Jahre der Schillerplatz renoviert wird. Über die ÖH der Akademie der Bildenden Künste Wien entsteht im 4. Stock ein Raum, der von verschiedenen zivilgesellschaftlichen Gruppen mitgenutzt wird. Einige Gruppen hatten zuvor auch schon am Schillerplatz die Räume genutzt.

In den Jahren 2017 – 2018 entsteht eine lose Gruppe, die anfängt, die Räumlichkeiten stärker zu nutzen und die universitären Räumlichkeiten für mehr Gruppen verfügbar zu machen. Die Nutzungen werden damals von der ÖH der Akademie supportet. Insbesondere in den Abendstunden treffen sich unterschiedliche Gruppen und nutzen die Räume.

Im Sommer 2018 findet sich eine Gruppe von Studierenden der TU und der Akademie, Anwohner_innen und Interessierten zusammen, um gemeinsam zu überlegen, wie das Gebäude und das Areal besser erschlossen werden kann. Es geht um Strategien und Ideen, wie der Althangrund, das größte innerstädtische Stadtentwicklungsgebiet Wiens, nicht (weiter) privatisiert wird – und wie die vielen Räume, die meist leer stehen, gut genutzt werden können. Diese Gruppe stellt den Vorlauf von 4lthangrund für Alle dar.

Im Herbst 2018 entsteht eine Foodcoop (https://www.4lthangrund.jetzt/foodcoop-mitmachen-join-us/) regelmäßig können Studierende und Bewohner_innen aus der Umgebung seit dem in Wien produziertes Gemüse abholen. So entsteht eine Versorgung im Direktbezug mit regional produziertem Gemüse und anderen fair gehandelten Produkten.

Im Herbst 2018 findet mit dem “Grund für WKR” (siehe https://www.4lthangrund.jetzt/grund-fur/) die erste größere Aktion von 4lthangrund statt. Bei der Nachttanzdemo am 31.10.2018 werden verschiedenste Anliegen in den öffentlichen Raum getragen. Zwei Tage später – am 02.11. findet der 1.Wiener Kultur Rave statt. Rund 1500 Personen kommen zur Antifaschistische Soliparty, bei der von verschiedensten Kollektiven Erdgeschoss und erster Stock der Alten WU zum Veranstaltungsort umgenutzt werden. Begleitet wird die Veranstaltung mit einem inhaltlichen Reader, Diskussionen und Workshops.

Im Sommer 2019 startet 4lthangrund als eigenständige Gruppe. Ab dann gibt es regelmäßige Treffen, Programm und eine Koordination für die raumnutzenden Gruppen.

Mit “Grund für SOS” findet im Frühling 2019 dann die zweite “Grund für”-Veranstaltung statt. Mit einem umfangreichen Programm wird auf die Fragestellungen von Seenotrettung, Flucht und solidarischer Nachbarschaft eingegangen. Über 2000 Personen kommen zum umfangreichen Nachmittagsprogramm, beteiligen sich an der Feier, bei der zahlreichen Gruppen einmal mehr zeigen, welche ungenutzten Potenziale die alte WU bietet.

Im Herbst 2019 findet dann der zweite “Grund für WKR” statt. Erneut wird dabei auch die zwei Tage zuvor stattfindende Nachttanzdemonstration mit supportet. Es gibt ein umfangreiches Rahmenprogramm, und ein Solifest auf über 9 Floors. Mit Kinoprogramm, Wortkunstbühne, Workshops, Kinderteknodisco, Bandprogramm und diversen Soundssytemen wird mit über 2500 Personen Soligeld für diverse antifaschistische und selbstorganisierte Gruppen gesammelt.

Ende 2019 schafft 4lthangrund einen weiteren Ort am Areal. Die Hütte, eine ehemalige Punschhütte, ist ab dann ein zusätzlicher Ort, der vor dem Haupteingang der alten WU bespielt wird. Dort gibt es im Sommer Kino-Programm, im Winter Punsch und seit 2021 entsteht dort auch der 4lthangrund Garten.

Im Jänner 2020 startet das regelmäßige Monatsprogramm von 4lthangrund (siehe https://www.4lthangrund.jetzt/category/monatsprogramm/). Seit dem finden jeden Monat mehrere Veranstaltungen statt, die kostenfrei (oder auf Spendenbasis) und barrierearm zugänglich sind. Viele Programmpunkte werden von den beteiligten Gruppen organisiert. Über die Zeit entstehen auch Lehrveranstaltungskooperationen mit der Akademie sowie Formate in denen verschiedenste künstlerische Arbeiten präsentiert werden können.

Aufgrund von Covid_19 musste die Planungen für das nächste “Grund für” eingestellt werden, sowie die Veranstaltung “voices of uprising” kurzfristig abgesagt werden.

Nach einem kurzen Ausflug in ein rein virtuelles Programm fängt 4lthangrund ab dem Frühjahr 2020 wieder mit Veranstaltungen vor Ort an. Mittels kleinen, Covid 19-sicheren Veranstaltungen werden Soli-Punschhütten, ein umfangreiches Sommerkino, Workshop und Feste im freien veranstaltet. Trotz der andauernden Pandemie gelingt es ein umfangreiches Monatsprogramm umzusetzen und die kollektiven Tätigkeiten von 4lthangrund auszuweiten.

Mit der Akademie der bildenden Künste Wien, zu der die Initiative über Studierende und Lehrveranstaltungsprojekte (zb.: https://www.4lthangrund.jetzt/performativer-rundgang-althangrund/ ) am meisten verbunden ist, finden zu diesem Zeitpunkt bereits Verhandlungen über den Verbleib an der Augasse statt. Im Laufe der Verhandlungen stehen mehrmals konkrete Räume und zumindest mittelfristige Lösungen am Areal kurz vor Vertragsabschluss. Im Spätsommer 2021 kommt es dann, kurz vor dem geplanten und maßgeblich selbstfinanzierten Bezug von 260m2 Raum zu einem Konflikt mit ÖH.Akbild der durch diese ausgelöst wurde. In weiterer Folge entzieht das Rektorat dem Projekt die Unterstützung und droht in weiterer Folge mit 20.12.2021 die Wolke zu räumen.

4lthangrund und die vielen beteiligten Gruppen (siehe https://www.4lthangrund.jetzt/raum-fuer/) verlieren damit fast mitten in der Pandemie und kurz vor Neujahr ihren Raum, statt wie geplant in einen neuen zu ziehen. Damit startet die Kampagne #RaumfürAlle mit dem Ziel Anfang 2022 in einen neuen Raum in der Nähe des Geländes einzuziehen.

Kurz vor dem Räumungstermin und nach dem öffentlichmachen des Konfliktes (Pressekonferenz, Social Media, Ankündigen von Aktionen, …) kommt es zur Kontaktaufahme mit der BIG. Über die BIG und in weiterer Folge die art:phalanx / music box kann in den folgenden Monaten eine Lösung verhandelt werden. Im Mai 2022 können schlussendlich Verträge für die alten Räume (Wolke) und neuen Räume (ehemalige Mensa) unterschrieben werden, die bis Ende 2025 gelten.

Am 04. und 05.06. wurden die zusätzlichen Räume in der alten Mensa mit einen umfangreichen Kulturprogramm eröffnet. Seit dem werden die alten und neuen Räume hergerichtet und renoviert sowie neue Funktionen und Nutzungsmöglickeiten für die Räume geschaffen. Gemeinsam mit den vielen Gruppen erweitern wir zudem die Struktur um die selbstverwaltung an die aktuelle Größe und Menge der Gruppen anzupassen.

1978 – 1990 Construction of the area. The Althangrund site is built as a superstructure over the Franz Josef Railroad. Various buildings find space on a meter-thick concrete cover. Part of it is the terminus station with the Bank Austria headquarters, the university center, which houses the WU and other university buildings (pharmacy, theater, film and media sciences, …) as well as the (former) Verkehrsamt at the end of the area near Spittelau. Underneath the concrete cover are ÖBB premises, repair and switching tracks, and numerous logistics and storage facilities. At this time, the entire site is in state hands.

From the end of the 1980s and increasingly from the 1990s, the Austrian state privatizes more and more parts of their business and property, many of which are handled by ÖBAG (Österreichische Beteiligungs AG, formerly Österreichische Industrieholding Aktiengesellschaft). Bank Austria, for example, is privatized through this holding structure. ÖBAG also owns the university buildings and BIG (Bundesimmobiliengesellschaft), which manages them.

In 2009, the University of Economics moves from the University Center Althanstraße to a new WU campus. After that, these parts of the university are used by various other universities in between, large parts of the buildings have been empty since then.

In 2014, the former post office directorate on the site is purchased by the investment company 6B47 and converted and commercialized until 2019. 6B47 also buys the former Bank Austria building at the head of the area. In the following years there is a conflict with the district and the city of Vienna about the question of future uses. The real estate company then decides to build within the existing zoning and thus escapes an urban development contract that would have provided for social housing and socio-cultural uses. In the winter semester of 2016, the spatial planning department of the Vienna University of Technology moves into interim quarters at the old WU.

In summer 2017, large parts of the Academy of Fine Arts Vienna move to the Augasse. The reason is that Schillerplatz will be renovated over the next four years. Through the ÖH of the Academy of Fine Arts Vienna, a space is created on the 4th floor, which will be shared by various civil society groups. Some groups had also previously used the space at Schillerplatz.

In 2017 – 2018, a loose group emerges and begins to make more use of the space and make the university space available to additional groups. The uses at this time is supported by the ÖH of the academy. Especially in the evening hours, different groups meet and use the rooms.

In the summer of 2018, a group of students from the TU and the Academy, residents and interested individuals come together to consider how the building and the area can be made more accessible. It is about strategies and ideas how the Althangrund, the largest inner-city urban development area in Vienna, is not (further) privatized – and how the many spaces, which are mostly empty, can be put to good use. This group represents the lead-up to 4lthangrund for All.

In the autumn of 2018, the Foodcoop (https://www.4lthangrund.jetzt/foodcoop-mitmachen-join-us/) is created on a regular basis, students and residents from the surrounding area can pick up vegetables produced in Vienna since then. In this way, a direct supply of regionally produced vegetables and other fairly traded products is created.

In the fall of 2018, the first larger action of 4lthangrund will take place with the “Grund für WKR” (see https://www.4lthangrund.jetzt/grund-fur/). At the night dance demonstration on 31.10.2018, a wide variety of concerns will be carried into the public space. Two days later – on 02.11. the 1st Vienna Culture Rave takes place. About 1500 people come to the Antifascist Soliparty, where various collectives convert the first floor and second floor of the Old WU into a venue. The event will be accompanied by a reader with the content, discussions and workshops.

In summer 2019, 4lthangrund will start as an independent group. From then on there will be regular meetings, program and coordination for the space-using groups.

With “Grund für SOS” the second “Grund für” event will take place in spring 2019. With an extensive program, the issues of sea rescue, refuge and neighborhood solidarity will be addressed. Over 2000 people come to the extensive afternoon program, participate in the party, where numerous groups once again show what unused potential the old WU offers.

In the fall of 2019, the second “Reason for WKR” will then take place. Once again, this will also include support for the night dance demonstration that takes place two days earlier. There is an extensive supporting program, and a solifest on over 9 floors. With cinema program, word art stage, workshops, children’s teknodisco, band program and various sound systems, soli money will be collected with over 2500 people for various anti-fascist and self-organized groups.

At the end of 2019 4lthangrund creates another place at the area. The Hütte, a former punch hut, is from then on an additional place, which will be played in front of the main entrance of the old WU. In summer there will be a cinema program, in winter punch and since 2021 the 4lthangrund garden is also being created there.

In January 2020 the regular monthly program of 4lthangrund starts (see https://www.4lthangrund.jetzt/category/monatsprogramm/). Since then, several events take place every month, which are free of charge (or on a donation basis) and barrier-free accessible. Many program items are organized by the participating groups. Over time, cooperations with the academy have also been established, as well as formats in which a wide variety of artistic works can be presented.

Due to Covid_19 the planning for the next “Grund für” had to be stopped and the event “voices of uprising” had to be cancelled at short notice.

After a short excursion into a purely virtual program, 4lthangrund will start again with on-site events in spring 2020. By means of small, Covid 19-safe events, soli-punch huts, an extensive summer cinema, workshop, and outdoor festivals will be held. Despite the ongoing pandemic, it manages to implement an extensive monthly program and expand 4lthangrund’s collective activities.

At this time, negotiations are already taking place with the Academy of Fine Arts Vienna, to which the initiative is most closely connected through students and teaching projects (e.g.: https://www.4lthangrund.jetzt/performativer-rundgang-althangrund/ ), about remaining at the Augasse. In the course of the negotiations, several times concrete spaces and at least medium-term solutions at the site are about to be contracted. In late summer 2021, shortly before the planned and largely self-financed moving into 260m2 of space, a conflict arises with the ÖH.Akbild, which was caused by them. In further consequence the Rektorat withdraws the support of the project and with 20.12.2021 the Wolke is getting evicted.

4lthangrund and the many groups involved (see https://www.4lthangrund.jetzt/raum-fuer/) thus lose their space in the middle of the pandemic and shortly before the New Year, instead of moving to a new one as planned. This is the start of the #RaumfürAlle campaign with the goal of moving into a new space near the site in early 2022.
